Lake Joy Emergency Response Plan

Thanks to the intial efforts of our LJCC Safety Directors, Rowland and Kathy Brasch, our community is setting a standard for emergency preparedness and response in the event of an emergency or disaster.

The first community members (that we know of) to attend the 21 hour Community Emergency Response Team (C.E.R.T.) training, they then developed and prepared an Emergency Response Plan for the Lake Joy Community which is in the process of being finalized and tested this fall.

With the assistance of Neighborhood Watch Captains and Coordinators for Equipment/Facilities, Medical, Communications and the Emergency Operations Center Coordinators, this Emergency Response Plan will assist residents with personal medical and property issues during and after a disaster or emergency.

Emergency Response Plan Overview

Before a Disaster:
1.  Develop an
Emergency Response  Plan as part of the Carnation-Duvall Citizen Corp,  including  assigning coordinators for the Response Team.

2. 
Teach Lake Joy residents how to prepare to be without services and responders for 72 hours following a disaster.

3.  Identify and
locate resources and equipment for use by the community following a disaster.

4.  Coordinate volunteers to help the Lake Joy community and surrounding areas following a disaster.

During/Immediately Following a Disaster:
1.  Assess damage and needs at Lake Joy by the Neighborhood Watch Captains and pass information along to the Neighborhood Watch Coordinator or Emergency
Operations Center Coordinator
(s).

2.  Assess medical needs by the
Medical Coordinator and help coordinate first aid or
medical assistance when needed.

3.  Communiate with surrounding areas and service professionals as needed in the event of phones and electricity being down as outlined by the
Communications     Coordinator.

4.  Dispatch needed equipment by the
Equipment and Facilities Coordinator for rescue and road clearing, if county resources are not available, along with coordinating temporary sheltering if needed.

5.  Open an
Emergency Operations Center (EOC) if needed.

6.  After assessing the Lake Joy Community, contact the Carnation-Duvall Citizen's
Corp EOC to see if they need additional volunteers, equipment or resources.

After a Disaster:
1.  Continue support for communications, medical needs and help repair damaged
property for immediate shelter as needed.

2.  Review effectiveness of responses and make recommendations for future responses.

3.  Replenish supplies as needed.
    
We currently have nine (9)C.E.R.T. trained residents in the community (that we are aware of).  C.E.R.T. members attend a 21 hour training course that covers disaster preparedness; fire safety; disaster medical operations (triage and treating life threatening injuries); disaster medical operations; light search and rescue; team organization; disaster psychology; terrorism and CERT.  If you have completed C.E.R.T. training and are not listed here, please contact Kathy Brasch at kathy@nationalmicroscope.com

It is our goal to have a completed Emergency Response Plan Information Form filled out for every resident (household) in the Lake Joy area.  If you have not  yet completed one or would like to update, the forms are available here on our website.

The .pdf file needs to be printed out and handwritten in.
The Word file can be done on your computer as it is a Word "fill-in" form.

When complete, please turn in to your Watch Captain or to Mike Swift.
